Minutes

October 28, 2002
The Board of County Com-
missioners met in session
Monday, October 28, 2002.
Board members present were
Commissioners Howard, Glea-
son and Wlnkler. Chairman of
the Board Wlnkler called the
meeting to order at 10:00 a.m.
The minutes of the October
21st meeting were approved as
presented.
Treasurers Daily State-
ments for October 16th, 17th,
18th and October 21st, 22nd,
23rd and 24th were viewed by
the Commission and signed by
the Chairman. Purchases were
approved for Noxious Weed,
$225.52; Treasurer, $189.99;
and Janitor; $144.68.
County Attorney Jack
Turner met with the Commis-
sion and discussed his desire
to upgrade the computer sys-
tem in his department and the
courtroom. Jack also re-
quested an Executive Session.
Commissioner Howard made a
motion to go into executive
session for the reason of At-
torney - Client relationship

deemed privileged for a period
of 10 minutes. Commissioner
Winkier seconded the motion.
all members voting yes, mo-
tion passed. Present for the
session that began at 10:15
a.m. and ended at 10:25 a.m.

County Attorney. No action
taken following the session.
Sheriff Bill Kilian intro-
duced Steve Hudson, represen-
tative of Security Solutions,
and Charles Kelley and Buddy
Mason, representatives from
CodeCom, who presented a
proposal for a security system
for the jail and courthouse.
The proposal included a Phase
I and Phase II project for a
cost of $14,999.00. Due to the
fact that Smith Audio Visual
had previously been awarded
the Phase I project for creating
a plan, designing the wiring
for current and future
products and identifying cur-
rent equipment to be used, no
decision was made concerning
Security Solutions.
Z o n i n g Administrator
Claude Blevins met with the
Commission and discussed the
need for amending the Zoning
Regulations. The current regu-
lations do not address Wind
Turbines and Claude would
like to see the regulations ad-
dress that type of industry.
Claude was asked to contact
Dave Yearout to get a price
quote for amending the regu-
lations. It was discussed that a
moratorium be passed to not
accept Conditional Use Per-
mits for wind turbines until
the zoning regulations can be
amended.
Road and Bridge Supervisor
Les Schrader met with the
Commission and discussed
items in his department. Les
advised that he is aware that
the gravel roads are in bad
shape, but the weather is con-
tributing to their condition.
He is currently hauling rock
from Lyon County and at this
time is unable to purchase any
rock in Wabaunsee County.
John Hund met with the
Commission and discussed his
concern for the 911 address
assigned to driveway, The
Commission discussed several
options and came to the con-
clusion that due to the fact the
driveway was not assigned a
name and was assigned the
same as the off ramp, that it
could be possible to assign a
name to the driveway which
services two homes.
Emergency Preparedness
Director Lee Sampson met
wlth the Commission and dis-
cussed his need to upgrade the
computer system for his de-
partment. Lee also requested
approval to attend a meeting
at the State Defense Building
concerning the mitigation
plan for Wabaunsee County.
Commissioner Winkler made
a motion for Lee to attend a
training session at the State
Defense Building in Topeka on
November 15, 2002 and a
training session on animal
diseases on November 21,
2002. Commissioner Howard
seconded the motion, all
members voting yes, motion
passed.
The Commission signed
Permit #810 for a Transfer
Station Construction Demoli-
tion Site.
At the hour of 2:30 p.m.
Commissioner Howard made a
motion to adjourn until Mon-
day, November 4th, at 10:00
a.m. Commissioner Winkler
seconded the motion, all
members voting yes, motion
passed.

Halloween
Well, it's over for another
year. The never-ending parade
of little moochers coming up
my walk. Ninja's wild animals,
witches, the mad scientist.
Little boys dressed in their
dad's camouflage hunting
clothes and little girls dressed
in their big sister's cheerlead-
ing uniform.
I pride myself on reading
the f'me print in any contract.
But in addition to missing that
clause about Christmas light-
ing in our subdivision cove-
nants, I also missed the fact
that we are required to buy
candy for all the little trick-or-
treaters in Central Arkansasl
Not only that, we must light
our street-side property and
sidewalks. Have you ever
spent hours f'flling little lunch
sacks with enough sand to
hold the bag down in a stiff
wind? Have you ever tried to
light the tea candles inside
those lunch sacks without a)
burning yourself or b) setting
the bag on fire?
If you're inexperienced at
this, as I am, you underesti-
mate your prep time. As
you're on your knees in the
grass, desperately willing the
waxed over wick to actually
burst into flame, the Little gob-
lins start showing upl It isn't
even dark yet! They march
right by you as if you were the
hired help, heading for the
front door where I presume
they expect to be met by the
butler.
To be fair, it's the parents
who bring them that early.
Because of the LARGE number
of people who try to enter our
subdivision on Halloween, the
police block off some of the
streets and one-way the rest.
So the parents sneak in early;
some arranging to park in a
friend's driveway, others just
resemble lost souls as they
idle slowly up and down the
street. The off-roaders even
sneak in on their four-
wheelers, or =foilers" as they're
called down here, ~ The adult
excuse is that the subdivision
is so big, the kids get tired of
walking. WELL DID YOU
EVER THINK MAYBE YOU
SHOULD JUST TAKE THEM
HOME WHEN THEY GET
TIRED?!
These parents aren't fooling
me. I was a kid once. I never
got tired on Halloween. I'd
canvass my entire hometown
before I'd give up. No, this
excuse doesn't fly here. THE
PARENTS are the ones that get
tired! THE PARENTS are the
ones trying to convince the kid
they have enough candy in
their sack. THE PARENTS are
the ones pleading with the
children to let them go homel
Oh, I know how it is. I
took my kids trick or treating.
For fifteen years I let other
people buy them candy. I even
helped my kids eat what they
didn't 1/ke so I wouldn't be
throwing away other people's
hard-earned money. I did my
part.
Now I have to stay home
and face these little gremlins.
Don't go calling me an old
grump. By golly, I buy the
GOOD candy for the little beg-
gars. They get nothing but
brand name chocolate when
they come running up to my
door!
So don't bring your kid to
my house and complain about
how far you have to walk. If I
hear one whiney parent, that's
it! I'll just shut my light off
and eat the chocolate myselfl
It might take me awh/le, but I
can eventually eat 350 candy
bars.
WHS & MVHS SPORTS UPDATE

State Cross Country
The Mission Valley Cross Country team placed 10th at the
State Cross Country meet.
Individual results were Stafford Gosser 12th medal, Ryan
Patrick 22~d, Kevin Keim, 74th, Jared Tenbrink 84th, A.J. Burgen
91st, and Ryan George 100th.
WHB Cro Country.
The Wabaunsee Charger Boy's Team competed in the State
Class 3A Cross Country Meet in Wamego, Saturday, November
2nd. As a team, the chargers placed 9th. Michael Heigert earned
a medal by placing 20~.
