PaQe 10 The Wabaunsee County Sisnal-Enterprise, Thursday, November 7, 2002 METHANE GAS EXPLORATION BEGINS IN WABAUNSEE COUNTY cont. from front page At that point instruments will be lowered into the hole that will report and record the different types of materials contained in the hole. Hash said that ideally that process would reveal that there are several veins of coal. If coal is present, it is a good indicator there should be coal-bed methane gas. If indications are positive, the remainder of the 2500 hole is cased, with more cement slurry pumped around the outside of the casing which provides an additional barrier between the drilled hole and the surrounding earth. The next process involves a piece of equipment that is lowered into the well and locates where the veins of coal are. That instrument "bums" a hole through the casing into the coal vein. The final process involves forcing water into those openings into the coal veins which creates pressure and forces the coal-bed methane gas out, into the well, and up into above ground storage. Sounds simple enough? Although Mr. Hash provided an excellent explanation, complete with a detailed drawing, the process is complicated and involves calculations and instruments foreign to anyone not associated with the gas and oil drilling industry. Hash is an independent engineer working for EXACT Engineering, Tulsa, Oklahoma. Hash represents Berry Petroleum Company, Bakersfield, California. Berry Petroleum is the owner/operator of the project. The company drilling the well is a sub-contractor from Mound City, Kansas. Two representatives from Berry Petroleum's Home Office in California'were at the drill site Monday morning. Drilling Manager Jack Cook and Production Superintendent Steve Black both stressed the fact that their company had been very careful in the leasing process as well as acquiring permits. "Anytime we deal with farmers and ranchers we understand that we are working in their back yards. We want to do the very best job we can by answering all of their questions and by assuring them we intend to do the best job possible of caring for their property," said Black. Black continued by saying he had a conversation with a representative from the Kansas Corporation Commission on Officials overseeing the drilling process included, left to right: Berry Petroleum Production Superintendent Steve Black, Berry Petroleum Drilling Manager Jack Cook, and EXACT Engineer Steven Hash. Friday. "I told him what our intentions were, and I'm sure he will be in from time to time to run inspections," Black added. Cook added that Berry Petroleum recently had been named the recipient of the "Bureau of Land Management Outstanding Operator of the Year Award." Cook said his company was proud of that distinction and planned to practice the same environmental friendly habits in Wabaunsee County. Hash explained that the drilling process for the first well on Mill Brae Ranch would take about one week to complete. "If the results are favorable, we plan to drill four more wells, all within 1/4 mile of the first well," said Hash. Both parties finally agreed on terms, and the commissioners voted to approve the conditional use permit for Mill Brae Ranch to quarry rock in section 11, with the conditions provided by the Wabaunsee County Planning Commission attached. Commissioners Winkler and Howard voted in favor of approving the permit. Commissioner Gleason voted "no." CITY COUNCIL MINUTES Unapproved Minutes of the October 7, 2002 Harveyville City Council Regular Meeting The meeting was called to order at 7:00 p.m. by Mayor DusUn Kuntz. Council Members present were: Dorothy Bryan, Henry Dreier, and Lester Kimball. Others present: James Kelth and Tom Barnes. Louis Hall and Russell Freel arrived at 7:05 p.m. A motion was made by Dorothy Bryan to approve the agenda, seconded by Louis Hall. Motion carried. A motion was made by Lester Kimball to approve the minutes of the September 4, 2002 Regular Meeting. The motion was seconded by Henry Dreier. Motion carried. The bills were read by Ellen Bayless in the absence of De- bra Converse, Treasurer. A motion was made by Henry Dreier to approve the bills, seconded by Louis Hall. Mo- tion carried. Business with Individuals: Letter was read from Leroy Romine on behalf or the IOOF Hall. They had a water leak, and requested the council make an adjustment on their water bill. The Council dis- cussed, no action was taken. James Keith inquired on how we can get the feeder road coming in to Harveyville fixed. Mayor Kuntz explained the history of the feeder road and requested Mr. Keith's as- sistance in pursuing this mat- ter as well as the entire cam- munity. Mr. Keith also pre- sented a situation occurring in Harveyville of blight. Mayor Kuntz requested a written complaint. The Superintendent's report was read by Dustin Kuntz in the absence of Lee Ferdinand, Superintendent. The Clerk's Report was read by Ellen Bayless. The new number for the Fax machine is 785-589-2430. We received a $200 check from the County for Parks and Recreation. Westar was here this month and made several street light repairs, including removing the tennis shoes. Read several complaints. All trash is to be placed in con- tainers. We have received nu- merous complaints regarding cats. Request to mail a newsletter out with November bills. Council agreed that this is necessary. Louis Hall made a motion to use Kansas Secured Tlfle to close on our property purchase for our Sewer Grant, Lester Kimball seconded. Motion carried. There was a Gas Discus- sion. There will be a meeting scheduled for October 15, 2002 to discuss the gas situation further. Other Business: Russell Freel made a mo- tion to extend the existing contract with Eskridge for Law Enforcement until Jan- uary 31, 2003, for 20 hours per month plus mileage, to be paid out of contingency; seconded by Henry Dreier. Sabatini addressed the commissioners by saying that the rock quarrying process proposed on section 35 would be visible along Interstate 70. He added that he didn't feel this was a proper preservation of the Flint Hills that would easily be viewed by those traveling 1-70.
