Mayor Adams called the meeting to order at 7:31 p.m. Changes to the Agenda: 1. Public Comment: Re- move Rodney Falk," who could not attend tonight's meeting and ,add Betty Stambaugh speaking on the subject of barking dogs. (5 minutes) 2. Richard Blevins re- quested an additional Execu- tive Session to discuss legal matters. (15 minutes) Public Comment: i .Jason Dale 2. Linda Jernigan 3. Betty Stambaugh Executive Session: 1. Shirley Oliver motioned that Council go into executive session for S minutes to dis- cuss non-elected personnel Frank May seconded the mo- tion and it passed, 5-0. Ses- sion started at 7:45 p.m. and ended at 7:50 p.m. At 8:00 p.m. Richard Blevins motioned to extend the session with P. Lemon in attendance. Joe Berroth seconded the motion and it passed 5-0. The session ended at 8:15 p.m. and the meeting was called back to order. 2. Richard Blevins mo- tioned that Council go into executive session for 15 min- utes to discuss legal matters. Dick Barnes seconded the motion, and it passed, 5-0. Session started at 8:15 p.m. and ended at 8:28 p.m. Meeting was called back to order at 8:30 p.m. Approval of the Minutes: Shirley Oliver requested that the April 8, 2002 minutes recorded under Park and Rec- reation Department be changed with the motion to read as follows: (Blevins made a motion to have Shirley Oliver request the Recreation Asso- ciation's financial records and submit those records for council's review. Betroth sec- onded the motion with the vote of 2-2. Joe Berroth motioned to approve the minutes for the Special Meetings on May 6, at 7:00 p.m., May 29 at 7:00 p.m., May 29 at 7:30 p.m. and the Regular Meeting on April 8 as requested above. Dick Barnes seconded the motion, and it passed 4-1, with Rich- ard Blevins abstaining be- cause he was not present at the Special Meetings. Treasurer's Report: Joe Berroth motioned to approve the May bills as pre- sented with the exception ol the refund check for Jack Bronaugh, which is to be withheld until further notice. Dick Barnes seconded the motion, and it passed 5-0. Maintenance Report: Nothing to report, Departmental Reports: Sewer/Trash Depart- merits: Nothing to report. Resolution #R2002-04 - Dick Barnes moved for the adoption of the Resolution #R2002-04 Authorizing the Offering for Sale of General Obligation Bonds, Series 2002, of the City of Maple Hill, Kan- sas. Joe Berroth seconded the motion, and it passed, 4-I, with Shirley Oliver abstaining. Water Department: Joe Berroth made the motion to accept the bids from Cunning- ham Sand Blasting for water tower painting and repairs, Glotzbach Refrigeration for the installation of 24 water valves and various improvements, and Water Products for sup- plies. Richard Blevins sec- onded the motion, and it passed, 5-0. 5tr~q~t Department: Dick Barnes made the proposal to accept the bid from Andrews Asphalt for the street project. Joe Betroth seconded the mo- tion and it passed, S-0. Dick Barnes made the proposal to have the engineer hire Merle Lietz to do the dirt work on Sunset Lane and at the same time also propose to accept the bid from Merle Lietz for haul- ing the rock and millings for Sunset Land and to start work on Sunset Lane and also start sealing the streets. Joe Ber- roth seconded the motion and it passed, 5-0. Park & RecreationDe- partments: Nothing to report. Zoning Department: Richard Blevins made a mo- tion to approve the building permit which was previously issued to Jack Bronaugh for the construction of a garage and to have the refund check that was cut this month held until further notice. Shirley Oliver seconded the motion, and it passed, 5-0. Police Department: Joe Berroth had nothing to report. Utility Billlm~ Clerk Re- port: S. Lemon reported that there would be two delin- quency notices sent out this month if the customers do not pay prior to the mailing of those notices. There were a total of five delinquency no- tices sent out last month. Bulk water sales receipts to- taled $716.23 for the month of May. Municipal Court Reports: S. Lemon reported that mu- mcipal Court was held on May 2 I, 2002 and Judge Vazquez, Mary Mattivi and Dennis McDonald each took the Oath of Office for the 2002 ap- pointment year. The next scheduled court, date is June 18, 2002 at 8:00 p.m. Old & New bu-~iness: I. ~des Tam - It was the consensus of the Council to designate the use of the pro- posed sales tax for improve- ment projects for Public Streets, Utilities, Buildings and other Public Improve- ments. 2. Proposed parking at Senior Center - Dick Barnes stated that the Street Depart- ment would consider paying for the rock and dirt that will be used for the parking area if the Senior Center would pro- vide the costs for the regaining wall, which will be needed to complete the project. He also stated that the parking area must be build on a/grade, which will allow water drain- age to move toward the street and away from the Senior Center building. 3. The subject of the Cub Cadet mower- Tabled until next meeting. Review of the Codifica- tion Draft is tabled until Oc- tober 2002. Adjourn: Dick Barnes mo- tioned to adjourn the meeting. Mayor Hendricks called the Adjourned Meeting of the Alma City Council to order with the following Council Members present: Wendel Conrad and Pare Bales. Coun- cil Member Don Frank arrived at 7:50 p.m. and Council Member Gronquist arrived at 8:15 p.m. Council Member Dan Delter was absent. Also present were City Superinten- dent Max Kraus and Dan Wertzberger. The meeting started at 7:50 p.m. after Council Member Frank arrived meeting the quorum. Mayor Hendrlcks asked all citizens to stand to give the Pledge of aAleglance to our flag. Council Member Conrad moved to add to the Agenda under Discussion- Pool - WSI. Council Member Bales sec- onded. Motion carried. There was no Public Com- ment. Dan Wertzberger informed the council of the mud runs that were planned for July 27. 2002 at 1:00 p.m. and August 24. 2002 at 1:00 p.m. He also stated that the insurance the city requires him to have has been purchased and he will get a copy of the policy to city hall in the near future. Mr. Wertzberger leR the meeting at 7:55 p.m. The minutes of the June 4, 2002 Public Hearing and Regu- lar Meeting and also the June 7, 2002 Special Meeting were reviewed. Council Member Bales moved to approve the minutes as corrected. Council Member Frank seconded. Mo- tion carried. The Delinquent Utility Re- port was reviewed. The revised Attorney Re- tainer Contract was reviewed. Council Member Conrad moved to approve the revised Attorney Retainer Contract as submitted. Council Member Frank seconded. Motion car- lied. • Superintendent Kraus in- formed the council that the overlay on the streets at the Park Valley addition were fin-, lshed and we would be getting a bill from JJ Westoff Con- struction requesting final payment of the money that was held by the city until the streets were repaired properly. Mayor Hendrlcks com- mended City Street/Utility Worker Raymond Johnson on the good Job he did while Su- perintendent Kraus was on va- cation. He stated that Mr. Johnson researched some of the assessments and also re- measured property, which was in question pertaining to the 2002 Curb and Gutter Project. Superintendent Kraus was questioned about when Ebert Construction would come back and do some re-seeding that was needed since the Curb and Gutter Project is finished. Mr. Kraus stated that there is a warranty for one year. Superintendent Kraus in- formed the council that he had a waste-water seminar to attend in July. The seminar will include different ways to rehab the sewer mains and sewer manholes. This will also allow the city to see if It would be feasible to go that way rather than having to re- place the sewer mains and manholes. Mr. Kraus ex- plained there are a few blocks of sewer pipe that are about ready to collapse. The sewer system was installed in the early 1920's; therefore, It will start needing maintenance in the near future. The city will look into some kind of grant money to help with the cost. There was discussion about how the city will pay the city's portion of the assessments on the Curb and Gutter Project and Park Valley Project per- taining to the 2002 Bond Is- sue. No action was taken. There will be a budget meeting in the near future with the City Auditor and It will be de clded at that time. The Assessment Roll as per Resolution 2000-5 was dis- cussed. City Clerk White in- formed the council thfit there was an error made by Frog- gatte and Company on the as sessments and the corrected assessments would be going out to the citizens. City Clerk White was asked to contact Froggatte and Company and request an explanation be mailed with the corrected as- sessments explaining the as- sessment changes. County Clerk Savage con- tacted Clty Clerk White and asked if the Community Cen- ter might be used to hold their voting poles In. It was the consensus of the governing body that even though the basement of the center is handicap accesslble it would be a hardship for the handi cap and elderly people to park close enough to use the facil- ity, since there is very little room to turn around at the basement entrance. They sug- gested that maybe they could use Palenske Hall for this purpose. There was a discussion on our city pool being without a WSI teacher to teach swim- ming lessons. It is a law thai one of the instructors has to have their WSI training in or- der to hold swimming lessons, thus causing the lessons to be moved back a week. A Wamego WSI Instructor has agreed to come and teach the first ses- sion. It was presented to the council that Alma Pool life- guard Courtney Skuban has agreed to take the WSI train- ing if the city would pay for the training. Her training would be completed in time for the second session swim lessons. It was determined it would be cost effective for one of our own lifeguards to have the training instead of paying someone else to come tn and teach. After some discussion Council Member Frank moved for the city to pay to have Life- guard Skuban take the WSI training. Seconded by Council Member Gronqulst. Motion carried. At 9:25 p.m. Council Mem- ber Conrad moved to adjourn to July 2, 2002 at 7:30 p.m. to conduct regular city business. Seconded by Council Member Gronqulst. Motion carried. Meeting adjourned.
