Fort Riley and Fort
Leavanworth--the other Army
base---generally put their U.S.
Congressman on speed-dial. If
there's a problem, they call the
2-d district representative, and
whoever it is at the time picks
up the phone and talks to him
or her.
Simply, once the 2nd Dis-
trict guy is on the job, he or
she tells the other Kansas
members of Congress what the
problem is, and they all vote to
fix it. Not every congressman
has to know about every crack
in the sidewalk or every flag-

Why would the County Attor-
ney waste time and taxpayer
dollars to prosecute a case
where the victim (USD 329)
felt that no damage was done
and punishment was fulfilled?
A similar incident occurred
a few days later that involved
three Wabaunsee High gradu-
ates, who commandeered a
different school bus and drove
it around town, leaving it
parked off of school property.
You would think our County
Attorney would file charges
against these individuals for
the same crime. However, in
this case Jack Turner didn't
file a criminal deprivation of
property charge. Wouldn't you
agree that this ncldent is a
more serious infraction than
the previously mentioned
one? What was the difference
in these two cases? Why the
preferential treatment?
I believe there were in-
equities between each of these
cases and ha how Jack Turner
prosecuted each of the WHS
students. One student, who
was not a minor at the time of
the incident and he'd been in
trouble before, has since had
all charges against him
dropped in exchange for tes-
timony against the other two.
The other two have been found
guilty of criminal deprivation
of property. Wouldn't you
think they would all have
been charged and punished
equally in this incident?
I believe these are two ex-
amples of Mr. Turner's unfair
and inequitable prosecuting
practices. To whRt can we at-
tribute Mr. Turner's unequal
treatment of our youth?
Wouldn't Mr. Turner's time
be better spent prosecuting
cases that involve real "crim-
inal" activity? Why dld the
County Attorney focus his at-
serve is unprecedented in our
community.
I do not support the May 6,
02 adoption of ordinance #
2002-01, Designating certain

adopting Resolution 2002-02

whose interest is financial
profit, is who "found" this
statute, at the direction of 2-3

not happen overnight, or the
two work sessions that oc-
curred only a few weeks, prior
to initiating action, this was
months of planning, outside-
of a legal meeting.
